Why some pages are published and others are not
A city-specific guide can be published when dedicated editorial content exists. A generic service guide can only support a new city when the page also has a minimum level of matching contractor coverage.
This gate prevents the navigation and sitemap from emitting combinations that have neither useful local content nor enough directory depth. A guide may still exist before a matching company is available if the city-specific editorial material is complete.
What the directory tells you

What you still verify
Confirm all time-sensitive or project-specific facts directly. SubsTX does not decide whether a company is qualified for your exact property, contract, risk tolerance, or procurement rules.
